New-Build or Resale in Pattaya: The Honest Comparison

In short: For most international buyers, new-build or off-plan in Pattaya is the more attractive route: in the early construction phase you pay in parts up to 40 percent less than at completion, you get modern specification, a convenient interest-free payment plan and statutory building warranties. Resale is worth it when you want to move in or let immediately, or when you are after one very specific, already established location. New-build or resale in Pattaya: what the decision is about

Anyone planning to buy a condo in Pattaya sooner or later faces exactly one question: a new project directly from the developer (off-plan or turnkey new-build), or an existing second-hand unit (resale)? Both routes end in a condominium by the sea, but they differ noticeably in price, in handover timing, in specification and in effort.

This comparison is deliberately built to be honest: you will see where off-plan clearly scores, when a resale unit is the better decision, and what matters in both cases. What off-plan, new-build and resale actually mean

The three terms are often mixed up. Cleanly separated:

  • Off-plan: you buy during the construction phase, sometimes before the first floor stands. Payment is in instalments tied to construction progress. The price is at its lowest here.
  • New-build (turnkey): the project is completed or close to it, the unit is new and never lived in. You see the finished product, but you pay the completion price.
  • Resale: an existing, usually previously occupied unit sold by its current owner. Available from day one; condition and price vary widely.

The advantages of new-build and off-plan in Pattaya

Off-plan is the most popular route for international buyers in Pattaya for good reasons. The main advantages:

1. Best price: the off-plan advantage

In the early construction phase, entry prices sit in parts up to 40 percent below the later completion price. Developers give early buyers this advantage because pre-sales finance their build. You lock in a price that can firm up considerably by handover; that is pure appreciation, not rental yield. On top of it: a modern new-build typically achieves around 20 percent more per square metre than comparable older resale stock (the new-build premium).

2. Modern specification and facilities

New projects are cut to today’s taste: well-planned layouts, efficient air conditioning, high-quality bathrooms and kitchens, and hotel-style shared facilities such as infinity pools, sky gardens, gyms, co-working and in parts concierge service. This is exactly the specification tenants and later buyers expect, which makes letting and resale easier.

3. Statutory warranty on the build

New-build means protection under the Thai Condominium Act: from registration of the condominium, the developer is liable five years for the structure (load-bearing parts) and two years for other components. Reported defects are generally to be remedied within 30 days.

4. Convenient, interest-free payment plan

Practically all developers in Pattaya offer interest-free instalment plans. Typical: 20–30 percent down payment at contract signing, then even instalments (often quarterly) across a build time of usually 24–36 months, and a larger final payment at handover. There are also handover-weighted models where a large share only falls due at completion. You build up your ownership step by step without having to raise the full amount at once.

5. Free pick of the best units

Early buyers get the best selection: the finest orientations, the best floors, the most sought-after layouts, and the foreign quota is still completely open at launch. With resale you take what happens to be on the market.

When resale is the better choice in Pattaya

Off-plan is not right for everyone. In these cases a resale unit can clearly make sense:

  • You want to move in or let immediately: an existing unit is usable from handover. No waiting time, no construction-phase risk.
  • You want to see exactly what you buy: the unit, the view, the neighbourhood and the actual condition of the building are physically there to inspect.
  • One specific, established location: in particularly sought-after, fully built-up micro-locations, resale is often all that is left.
  • A possible price advantage per sqm: older units are frequently cheaper per square metre. Resale prices are also commonly negotiated; while the market-wide average gap between asking and closing price in Pattaya is around 7 percent, discounts of 10 percent and more are not rare on older stock.

Important with resale: you are buying from a private seller. Unlike the standardised new-build contract of a vetted developer, a second-hand purchase makes your own lawyer advisable, to verify title, freedom from debts (for example unpaid common-area fees) and foreign-quota status. That is a buyer safeguard worth having; with a new-build from a reputable developer it is not necessary thanks to standardised contracts.

Across all districts, the current Pattaya average sits at around 125,000 THB per sqm. Off-plan new-build prices in the sought-after quarters range from roughly 115,000 to 260,000 THB per sqm depending on location. A district-by-district view is in the Pattaya neighbourhood comparison.

What it costs: price examples for Pattaya

To make the decision tangible, verified off-plan/new-build prices (THB per sqm, guide values):

  • Wongamat/Naklua: 140,000–260,000 (beachfront peaks 300,000+)
  • Pratumnak Hill: 120,000–200,000
  • Central Pattaya: 130,000–200,000
  • Jomtien: 138,000–220,000
  • Na Jomtien: 115,000–180,000

At an exchange rate of roughly 38–39 THB per euro, rough total prices follow: studios from about 100,000 €, one-bedrooms around 120,000–170,000 €, two-bedrooms about 180,000–250,000 €. Please note: these are guide values, not investment advice. Portal prices are asking prices, not actual closings. The market has shown appreciation of about 3–5 percent per year for years. For letting, calculate realistically with about 5–8 percent gross yield per year; details in rental yield honestly explained. The off-plan price advantage (up to 40 percent), market growth (3–5 percent) and rental yield (5–8 percent) are three different quantities and should never be mixed.

Ownership and quota: applies to both routes

New-build or resale, as a foreign buyer you generally purchase freehold within the foreign quota (up to 49 percent of a condominium’s total area may be foreign-owned). With off-plan, this quota is fully available at project launch, another early-buyer advantage. With resale, it must be verified that the specific unit sits within the foreign quota. My recommendation for most buyers

For the large majority of my clients, off-plan in Pattaya is the rounder decision: you combine the lowest entry price, modern specification, statutory warranties and a convenient payment plan, and you secure the attractive new-build premium. Resale plays its strengths when immediate occupancy, one specific established location or a concrete bargain is the priority.

The one point that makes many hesitate about off-plan at first, choosing the right developer, is precisely my job.
