In Pattaya, mobility is not a luxury but part of everyday life: anyone living here can hardly do without a scooter or car. With an international driving licence you may drive for the first few weeks – but in the long run there is no getting around a Thai driving licence. The good news: in Pattaya the conversion process is well established, usually takes a single day and, for holders of a valid foreign driving licence, requires no driving test.
This guide sums up the situation as of 2026 – including the documents you need, the process at the DLT in Jomtien, and honest ranges for costs and waiting times. Important note first: this is not legal or official advice. Regulations and fees change, and individual DLT offices handle the details differently. International driving licence: your bridge for the first few months
Right after you arrive, you are not left unable to drive. An international driving permit (IDP) that you apply for back in Germany, Austria or Switzerland is generally recognised in Thailand. In practice, however, it can only be used together with your national driving licence – the two documents belong together.
- An IDP is usually valid for one year from the date of issue.
- In practice, authorities and car-rental firms often accept it only for shorter stays – sometimes within a window of around 90 days.
- For police checks and, above all, for your insurance cover in the event of a claim, having the correct, valid licence is decisive. Anyone staying long-term should convert it promptly.
Rule of thumb: the IDP bridges the settling-in period. As soon as your long-term stay is sorted out and you have a Residence Certificate, you should set about getting the Thai driving licence.
These are the documents you need for the conversion
The list is manageable, but every document must be valid at the time of your appointment. The Residence Certificate and the medical certificate in particular have a tight time window.
- Passport with a valid visa or valid extension of stay and a current entry stamp (bring copies of the relevant pages).
- Residence Certificate from Immigration – or, alternatively, confirmation from your embassy, and in some cases a work permit showing your address.
- Medical certificate from a Thai clinic or hospital confirming that you are fit to drive.
- Foreign driving licence – your German/Austrian/Swiss driving licence plus an international driving permit or a certified translation into Thai or English.
- Two passport photos can be useful depending on the office; the photos for the card itself, however, are usually taken on site.
Applying for the Residence Certificate in Jomtien
Without proof of residence, nothing happens at the DLT. The Residence Certificate is issued by Chonburi (Pattaya) Immigration in Jomtien. You will usually need the following:
- your passport plus signed copies of your visa and TM6/arrival card,
- a TM30 confirmation (registration of your accommodation),
- proof of address such as your rental agreement.
The certificate costs in the region of 300 THB at Immigration and is valid for 30 days. This is exactly where good planning pays off: obtain the Residence Certificate and the medical certificate only shortly before your DLT appointment, so that neither expires. Appointment and process at the DLT in Pattaya/Jomtien
The Department of Land Transport responsible for the greater Pattaya area is located in the Jomtien/Banglamung district. Since 2025, many DLT offices have relied on booking appointments via the DLT Smart Queue app (iOS/Android) or the online portal; at peak times appointments are taken one to two weeks in advance. On site, the conversion typically runs as follows:
- E-learning course: a roughly one-hour video on traffic rules, followed by a few simple questions – completed in advance via the DLT app or directly at the office.
- Fitness tests: four short perception tests – colour vision (naming traffic-light colours), depth perception (aligning rods), reaction (accelerator/brake) and peripheral vision.
- Submitting documents: registration at the information desk with your application and paperwork.
- Photo and payment: no theory test and no driving test if you hold a valid foreign licence – after that you receive your card.
Car and scooter are separate classes: anyone who wants to drive both gets two separate licence cards, which can usually be dealt with in the same visit. Allow half a day to a full day for a pure conversion appointment.
Costs, validity and renewal
The DLT fees themselves are low. The figures below are current guide values (as of 2026) and may vary slightly from office to office.

Your first Thai driving licence is valid for two years. After that you can renew it for five years – the prerequisite being a valid permission to stay with enough remaining validity (often at least six months). For the renewal, a medical certificate, proof of residence and the short e-learning course are again the norm. One added convenience: with a Thai driving licence you can drive in several ASEAN countries without additionally needing an IDP.
Frequently asked questions
Do I have to take a driving test for the conversion?
No. Anyone who presents a valid foreign driving licence is exempt from the theory and driving tests. You only complete the four short fitness tests and the e-learning course.
How long may I drive on my international driving licence?
An international driving licence is usually valid for one year from the date of issue, but in practice is often only accepted for shorter stays. Anyone living in Pattaya on a permanent basis should convert to the Thai driving licence promptly – not least because of insurance cover.
Do I really need a Residence Certificate?
